I am developing a numeric measurement tool for measuring effective Twitter use as one part of an overall assessment of social media performance.

There's a lot of debate about what you should and shouldn't do on Twitter. For example, should you auto-follow everyone who follows you? I thought I'd ask you the crowd for your opinions. What counts as good tweeting and what should be avoided?

My question for you is, how do you believe the different aspects of using Twitter should be counted? What's really important and what's less important?
